What material is the best choice of cremation urn for a water burial?

After losing my husband who was an avid scuba diver, I’ve been looking into having a water burial for him. I know there are biodegradable urns to be placed in the sea or a river, but I’d really like a permanent urn to bury his cremation ashes in the ocean. What is the best type of material for this type of water burial? Thank you!
